getting pretty good moderate showers there and pushing north and east. rain here for the middle part of your day. and by mid to late afternoon, the rain should be moving so quickly, most somebody east of us and east of the baby late this afternoon. out towards cumberland. we had the temperatures close to freezing and sleet and freezing rain out to the west. 42 degrees. 37 at dulles. bwi was 29 just a few hours ago. temperatures jumped up on a strong southwesterly wind. highs will be in the upper 40s to about 50. plenty warm for just rain. 48 in leonard town. 47 this afternoon with showers. lots of details coming up. all over the place this week. maybe a wintery mix. details on that in a moment. tony, back to you . >> all right, tucker. thank you very much. happening today, president obama plans to put the

pressure on republicans over the looming sequestration. >> the president will hold an event at the white house at 10:45 this morning. president obama will be joined by emergency responders to press the case that such workers could lose their jobs if $85 billion of automatic cuts go through on march 1st. the president who returned last night will today urge republicans to accept a proposal put forth by senate democrats last week. it calls for getting rid of tax corporate breaks and to tax millionaires at a rate of 30%. republicans say they've already given in on tax rates. county executives from howard, mont gam ree and prince georges counties meet today on their jurisdictions. a new report from wells fargo says dc, maryland and virginia would be among the hardest hit places in the nation if sequestration goes through. tony.

>> new in south africa, charges of premeditated murder. olympic star oscar pistorius broke down in tears at his bail hearing today. the prosecutors says he fired a gun through his bathroom door hitting his girlfriend three times. his lawyer says it was not murder. through an affidavit read in court, says she shot reeva steenkamp thinking she was a robber. as all that was happening, her family held a private cremation ceremony for her. >> we've got to get up. >> a conviction of premeditated murder in south africa, carries a mandatory sentence of life in jail. there are also reports

steroids were found in his home and the sprinter has been ordered to take full drug tests. raising the possibility that roid rage could be a factor. >> there are some reports that he was obsessed with the norwegian man who killed 77 people. adam lanza wanted to kill more people than the shooter in norway pchlt it cites unnamed police sources and says lanza had a private gaming room where he spent long hours working on computer shooting kills. police are dismissing the report. the state of colorado meantime is a step closer to passing stricter gun control laws. the house approved new limits on ammunition. calling some democrats to push

for the measures. republicans oppose them say they will not prevent mass shootings. the colorado senate now takes up the proposal. >> a big story here at home. a teenager killed on a street in prince georges county. the 15-year-old just left his home to catch a bus just minutes earlier. melanie alnwick is live at suitland high school where the boy was a freshman. what's the latest on this case? >> good morning, tony. students are returning to school here absolutely grief stricken and his friends are just devastated. they stopped to talk to us shortly before returning back to class. >> when i heard the news, first i was trying to holdup. that's like my brother. and as soon as i heard it, i just broke down in tears and everything. >> i mean, charles was a good person. i love him i miss him. that's my brother.

we had our musical. >> charles michael walker junior dead at 15. there was a door to door canvas of information. detectives looking for any snippet of information that could help them piece together what happened on 28th avenue. it was 4:20 monday afternoon. after getting a call, police found walker a freshman laying in the road with what they will only say is trauma to the upper body. he was pronounced dead at the hospital. the aunt fears he may have been targeted on the way to the bus stop. >> he was catching a bus to take his girlfriend some shoes. >> that he had purchased for her? >> he bought it for her for valentine. he was running i guess. i don't know whether they was trying to rob him or what. he only had one pair of tennis shoes.

it wasn't nothing serious. >> prince georges county schools said quote we are deeply saddened by the death of one of our students. the acts of violence are becoming far too familiar and common. deepest condolences to the family and friends during this very difficult time. their belief that perhaps the motive in this killing was robbery of those shoes. we know he had the shoes with him but police aren't saying whether that was what was targeted in this case. this is the 5th violent death of a teenager this school year alone. back to you. >> mel, thank you. >> the gun control debate hits close to home. prince georges counties department of parks and recreation announces banning of gun shows.

as a result, the silverado gun show had to cancel this past weekend. officials say the move is a temporary moritorium. >> new this morning, no injuries after flames ripped through a home in buoy. we're told the home is a total loss. dozens of residents in manassas are without a home this morning after a fire ripped through their apartment complex. this picture sent to us by a viewer. the prince william county fire department was call had had to the complex on lady jane loop around 11:00 monday night. one resident and two firefighters were taken to the hospital. we don't have that picture for you. no word on the cause of that fire. also in virginia, the

search continues for a killer after a woman is found dead inside a burning apartment there. fairfax county police said the unidentified woman was found in the water side apartment complex monday morning. a neighbor called 911 after smelling smoke. some say they heard arguing earlier that morning but always thought just a man lived in the apartment. >> it appears a form her john's cop kin's doctor under investigation has committed suicide. found dead in his home on monday. he was fired earlier this month after a hospital employee alerted the security department he had been taking photographs of his patients without their knowledge. baltimore city police had launched an investigation. allen gross tops our other stories. american law maker rz in cuba pushing for the release of the montgomery county man.

gross was convicted of spy handwriting and sent to prison. a group of u.s. officials led by senator patrick is also in cuba to see. it's not likely on this trip. gross's family says he is not in good health. >> coming up next, breaking color barriers. you may not recognize the name charles gittins. spend years protecting our president and the country. >> he visited a local school years back and inspired a dc teacher. wrote the biography called out from the shadow. joins us live after the break to talk about charles gittens incredible legacy. we'll be right back.

we're back now with breaking news from prince william county virginia. these are live pictures coming to us from sky foxes where a truck has driven into the front of the home. it will well into the home as well. this is at the corner of cardinal drive and maybe choate court. the people bailed out after the accident but now all in custody. there's no word on whether anyone inside the home was hurt. if we get more information, we will bring it to you. this happening in dale city. a truck driving into a home. allison. >> tony, thank you. quite a scene there. charles gittens became the first african american secret service agent back in 1956. served eisenhower to carter. and served as the special agent in charge of the washington d.c. field office. the subject of a new biography

that traces his path from the north and south and prestigious career. invited him to address high school students a few years ago and that lists the spark that became the book out from the shadow. charles butler t -- maurice butler joins us now. >> yes, indeed. i was educated 35 years in dc public schools. and it was very interesting i was teaching a class in journalism. i wanted our kids to do a black history month issue. so i wanted them to come into contact with african americans who had made contributions but who are alive and maybe somebody people didn't know about. one of my colleagues miss sharon quick said you can interview my father. i said who is your

father? she said he was the first black secret service agent in the united states. she brought him in. i said bring him in. and the man just wow ed everybody. >> this was in 2011. this was in 2009. how wonderful to talk to him. >> it was phenomenal. in fact, usually when i bring in people to talk to my students, i have to prod them to ask questions. everybody had questions for them. the bell rang for lunch and nobody moved. >> that's the test right there. before we talk about contributions that he made to all of us, can we talk about what his message was that day? what did he want this generation to know? >> basically you can accomplish anything. you know, he gave five principles you need to follow. one is you have to have a vision. in other words, you have to dream about things.

and two, you have to have perseverance. because there are always going to be obstacles you have to continue to move forward. three, he felt you had to be prepared academically. he was very very into academics. and academic preparation. used to say luck is when opportunity meets preparation. then he felt you had to be fear less. and finally, had to step out on safe. >> many of those he did incorporate. i want to talk about the fear less aspect. as we celebrate this black history month and look at the contributions, got to talk about the blatant racism he faced. can you talk about some of those points or put this in context. the time and the job he did and how he had to breakthrough that color barrier. >> right. we're talking about the time period of 1960s. he was born and raised in

cambridge, massachusetts. in an integrated environment where you have a lot of immigrants from foreign countries. >> we're seeing these pictures. the first one looks like he was testifying and this one as well. >> the first one he was selected as united states representative to the inner pole conference. one in lima, peru. gittens knew personally. knight was the special agent in charge. and so knight moved up to the director and gittens moved up to the special agent in charge. this is a picture of the 1965 president johnson inauguration detail. and that's gittens right in the middle. he did serve presidents from eisenhower all the way through carter. >> amazing. sorry to interrupt you. just wanted to have folks see what we were seeing here.

and this last picture here. >> he was being inducted as the special agent in charge of the washington field office. i think that raleigh in the back. >> please continue. some of the obstacle s he faced during this time. >> basically, he had to deal -- when he first got into the secret service, it was in charlotte, north carolina. and when he was in the military, he was in a segregated military. for the most part, served a lot of time in north carolina in the south. and at that time, there was a strict line in terms of belief in terms of what a black man was supposed to do and was able to do. jim crow was strong in the south at that particular time. all over the nation really. and there were certain attitudes how far black man or what a black man was able to do. he had to deal with a

lot of that. when he joined the secret service, there were people who didn't want him to be in there. the director, really wanted him to be a part or wanted african american to be a part of the secret service. a lot of people really didn't want him. he took the civil service exam. passed with flying colors. had to go down to georgia for an interview and they failed him saying that he spoke incoherently. this man had graduated from north carolina central university magna cum laude. so he was very articulate. of course, he was failed in that regard. he went to the naacp and they were able to get a monitor to go over the interview again.

and of course they accepted him. then they said he couldn't see. they said his eye exam. so in other words, he was very persevere ant. >> he didn't take no. we're going to stop you there. want everybody else to pick up the book and pay for the rest. >> yes, indeed. >> this is out from the shadow. the author and long time educator here to talk about this new book. wonderful. thank you so much. >> thank you very much. >> we'll be right back. no advisories of any kind. expecting to transition over to showers shortly. >> 42 degrees it sure does look like 32 out there. >> not a great looking day. a few hours ago we saw a sunrise. let's get to the maps and start with the radar. we have a rainbow of colors this morning. that's because we have a little bit of everything out there. really just transitioned here in the last 15 to 20 minutes. off to the north and west. quick burst of snow. hagerstown quick burst of snow and messy mix of sleet and even some freezing rain here. that's the pink you see. that's where we're getting the mix. notice the yellows and the reds. that's indicating places where sleet is developing. and as we get into later this morning, temperatures are only going to get warmer. this should all transition over to rain here shortly. 43 at

reagan national. 42 in annapolis. quantico 39. frederick is 36. 34 in martinsburg and hagerstown. temperatures were in the upper 30s and low 40s. no advisories except our friends in the west. a light shower and/or wintery mix moving through. showers back in the forecast. that will be predominant type of presip we see here today. it's a frontal system. it's a cold front. just enough cold air at the start we will see that mix continue. out to the west, that's the edge of it already. and this will move in by mid afternoon. again, predominantly looking at rain showers this afternoon with high temperatures expected into the upper 40s for daytime high. should be all liquid here later. future cast, put it in motion at 9:00 a.m. it's here to stay.'s all green.

the marine corp. dave is a former marine. >> once a marine, always a marine. >> take a look at chestee. 9 week old bulldog. dave, you have a little history. >> chesty has to go through obedience school before he becomes the marine corp mascot. got here on valentine's day here in dc and named after chesty puller and if you are a marine, everybody knows the name. the most decorated marine. he was awarded five navy crosses. no other marine has had that. and he served in the marine corp from 1918 to 1955. served in korea or world war ii. has big paws to fill. when you get that name, yeah. got to be a good obedient dog. it's a great

as people along the east coast recover from that massive blizzard and hurricane sandy, thousands of students are putting their minds together to prevent water runoff. >> the competition is part of national engineer's week. >> reporter: good morning. really moments away from them announcing the top five finalists. maybe we'll get one of them on in the time we're here. i want to introduce you to very special ladies. look at these wonderful girl scouts. they are from northern california. the first time girl scout troop has made it to the finals. congratulations troop 2225. tell me your name. >> kiyana. >> katrina. >> christine. >> tell me about your future city. >> basically what we thought our city should be like and

function like in 150 years into the future. >> we're rethinking runoff. how are we doing that? >> in our city we implemented many things. we have things like retention ponds on our ground so children can still play but in the winter we can capture runoff with this technique. >> that is brilliant. i know you just won a special award. what award was that ? >> we won the best infrastructure. >> were you excited about that? >> yes, very. >> why do you think you won? >> we had a very wholistic design. and it's very aesthetically pleasing and put a lot of time and effort and the building had much detail to be in a city which is why we all won this award. >> it's a well deserved award. maybe you are one of the top finalists.

so how much time when you talk about your time and effort did you put into this? >> we spent about five months on this model. and all ten of us worked on this together. interesting to see how all of our ideas came together. >> you know what, i just introduced one of the judges and she won this competition in 2004 and first all lady's team to win. >> i think that it's very woman powered to have an all girl team. all girl scout team. >> exactly. where is the girl scout cookie distribution building. >> we have the girl scout cookie building over there. >> you do have it. i was kidding. >> did you sell cookies while you were doing this as well? >> cookies just recently started up and we haven't focused on it as much as we would but we're definitely going to still try and sell cookies. >> put me in for a couple thin
